CDC Infrastructure Fund

We provide members with support through the HomeBase CDC Infrastructure Fund. Our vendors are familiar with the CDC structure and non-profit best practices, and offer discounted services to our members. We also provide a cost supplement through grants from our funders. Members agree to pay the full cost of the vendor service and are reimbursed up to 40% of the cost, or the maximum amount of $4,000.00, as grant funds are available. This program is on a first come first serve basis. CDCs must have a valid contract with HomeBase to be eligible.


PROCEDURES & POLICIES

Members will be eligible to utilize the program upon payment of their membership dues, subject to availability of the funds.

Contracts

  • Vendor enters into non-client-specific contract with HomeBase outlining the scope of services and the rate schedule for those services. 

  • Vendor offers a discounted rate to CDC members.

  • Vendor provides to Homebase:  YTD financials and customer references.

  • Homebase verifies the Vendor’s standing on the Clerk of Courts site for any previous or pending litigation and confirms Vendor’s Good Standing with the Ohio Secretary of State’s office.

  • The Vendor, Homebase, and member enter into a three-party contract.

  • Contract will specify scope of work and include waiver of liability for the Homebase.

Survey

  • Member will be asked to complete customer satisfaction survey upon completion of the work.

  • The survey information will be considered for grant reporting purposes.

  • Survey will be provided to the member at the time the contract is signed. Survey will be returned to us with the invoice for payment.

Payments

  • Vendor will issue one invoice to the client (Member).

  • Member will pay the Vendor and forward the invoice, as well as evidence of payment, and the completed survey to the Homebase.

  • HomeBase will pay the CDC the HomeBase portion up to the maximum contracted amount.

  • Invoices must be sent to Homebase within 45 days of the completion of the service. Failure to do so may result in the member being liable for the HomeBase portion.

Usage Limits

  • At the beginning of the program a letter will be sent to members asking about their anticipated usage of the program to gauge budget needs. Limits will be determined based on expected use while recognizing that many service needs arise unexpectedly. 

  • Members will be required to process a contract amendment if cost are higher than the anticipated maximum.

  • Members are allowed to apply for up to $4,000.00 in reimbursement.
