Neighborhood & CDC Capacity Analysis and Recommendations

The Neighborhood and CDC Capacity Analysis Report is an in-depth review initiated to assess the existing strengths, needs, and growth potential of Cincinnati’s Community Development Corporations (CDCs) and the neighborhoods they serve. This report originated through a collaboration between HomeBase Cincinnati, the City of Cincinnati, and key community stakeholders. With a focus on strategic recommendations, the report identifies opportunities to enhance resources, bolster CDC effectiveness, and drive sustainable neighborhood revitalization across Cincinnati.

Recommendations from the report aim to expand HomeBase’s support capabilities, including increased technical assistance, workforce development, and access to funding for local CDCs. By aligning these strategies with best practices observed in other cities, HomeBase is poised to further its mission of fostering resilient, vibrant neighborhoods and enhancing the quality of life for residents throughout Cincinnati​​​.

Neighborhood and CDC Capacity Analysis and Recommendations

The Urban Policy Innovations and Blume Community Partners consulting team was engaged by HomeBase in July 2023 to lead the creation of a new five-year strategic plan that seeks to reconceptualize the current model for strengthening local community development corporation effectiveness in Cincinnati.

The final product, Impact 2024-2028: CDC Capacity Analysis & Strategic Plan for HomeBase and the City of Cincinnati, reflects an intensive six-month undertaking that entailed:

  1. an assessment of neighborhood conditions and identification of opportunities for expanded or more effective CDC participation in (re)development;

  2. an examination of the capacity of the CDC industry and selected neighborhood-based community improvement organizations;

  3. a detailed comparative analysis of high-performing peer CDC associations in Massachusetts, Philadelphia, PA and Cleveland, OH and a CDC consortium in New York City that serve as aspirational examples of what HomeBase could achieve on behalf of CDCs locally; and

  4. the crafting of best practices-oriented recommended interventions that are intended to enhance the long-term effectiveness of HomeBase and its member organizations, as well as other vital community development institutional stakeholders such as the City of Cincinnati.
